The Challenge

Central Hobart is the primary activity centre and the hub of commerce, administration and cultural activity for the southern Tasmanian region and a significant driver of Tasmania’s economy.

It is crucial that Central Hobart develops in a way that accommodates future growth while responding to the unique characteristics and attributes of the place including the topography and waterways, its human- scale, heritage buildings and the sightlines to Kunanyi / Mount Wellington. 

We were engaged to review the Urban Design Framework within the Central Hobart Plan to consider how it supports the delivery of new development which is aligned with the vision and objectives within the plan.  

Our approach

Eight city blocks were analysed and assessed to understand the benefits of the proposed urban design controls, and to identify if and where they might be further refined.

Twelve recommendations were made focused on adapting the controls to better support efficient building forms, to ensure sufficient separation is required between new buildings and to confirm the extent of sunlight protection sought for Hobart’s city streets. This work was paired with a capacity assessment, to ensure that the proposed scale of development, and any recommendations, was aligned with the population forecasts. 

Impact

This review will be considered in the implementation of the Central Hobart Plan into the planning scheme.
